In 2024, four government ministries in Benin used TIVI to elect trade union boards and professional sector representatives, serving more than 60,500 voters. All four elections ran on the same platform within a single seven-month cycle.
Voters signed in with their existing ministry ID plus a one-time SMS passcode, and most cast their ballot in under a minute during a 24-hour window.
No Rebuilds Between Elections
Each ministry follows its own governance rules, and running four elections in close succession multiplied the risk of inconsistency between them. Running them as separate projects would have compounded that effort and risk.
- One consistent process. One proven platform served all four ministries, avoiding four separate builds.
- Flexible governance. Weighted voting, multi-round procedures, and committee-based rules were supported without custom development.
- Lower administrative effort. All four elections ran in one cycle, with results tabulated instantly at each close.
- Scale with turnout. More than 70,000 voters served, with strong turnout across all four ministries.
The Results, Ministry by Ministry
- March 29: MEMP (Nursery and Primary Education), 63.99% turnout, 5 parties.
- March 30: MESTFP (Secondary, Technical and Vocational Education), 70.46% turnout, 3 parties.
- April 2: MESRS (Higher Education and Scientific Research), 76.74% turnout, 3 parties.
- September 25: MS (Health), 51.24% turnout, 3 parties.
- All four elections completed within a single seven-month cycle, from March to September 2024.
Beyond This Election
- Results withstand scrutiny. Cryptographic verifiability lets members and observers confirm the count themselves, so outcomes hold up when questioned.
- Run by lean teams. The platform carries the process, so small teams can run credible elections without specialist IT.
- Building on experience. In 2021, Benin held Africa’s first binding government online voting using TIVI.
