TIVI Enfranchises Millions of Citizens Voting From Abroad
In Mexico’s 2023 state elections, millions of citizens living abroad were eligible to vote from outside the country. Working with the National Electoral Institute (INE), TIVI online voting enabled citizens of the State of Mexico and Coahuila to participate:
- Vote remotely from anywhere, within a convenient voting window
- Use their own devices or vote at embassies and consulates
- Participate without relying on slow or complex physical processes

Trust Through Transparency
Every voter could confirm that their ballot was recorded as cast. After voting, each voter received a QR code receipt that let them verify, independently, that their vote had been securely recorded, without compromising secrecy.
The system also underwent extensive audits and two full-scale simulations under real election conditions, validating authentication, ballot casting, and verification at scale.
Beyond This Election
The Mexico deployment shows what online voting can deliver for election authorities managing a voting population spread across borders:
